Oregon Pre-Tax Flexible Spending Accounts (FSAs) The State of Oregon offers three pre-tax spending programs you can use to save money. The Health Care Flexible Spending Account (or Health Care Reimbursement Account) is a PEBB-sponsored benefit program that allows you to use pre-tax money to pay for certain out-of-pocket medical, vision and/or dental expenses.
